Have generally thought articles in Livemint carry more gravitas than stuff that appears on most other media publications, many of them more like propaganda outlets, masquerading as news.

This author was a member of Planning commission in the past during Congress rule. If he has nothing good to say about Indian economy then he is basically telling us that he did not make any contribution to the betterment of economy when he was in planning commission. And I am not surprised. Such posts were handed over as favour in those days.
India must change the policy framework applied to its own development.

India needs sound economic policies to grow more production, more enterprises, and more jobs in India.

What stopped him to make this change when he was in planning commission ?
Why he was not formulating sound economic policies when he was there ?
