This is in china.. if anything goes wrong, the govt will execute the engineers and the builders.. it is most certainly safe.
It is possible.. the curing of concrete will continue all the while the building is made.. in 24 hours it would have cured to withstand the gross weight of the building empty.. See the pillars would have been raised till the max.. and then as the walls come up, each floor has weight addition.. as the weight increases as the walls for upper floors is being built, the concrete would have cured almost to its optimum strength (72 hours if optimum humidity and temperature which is 60-90 degrees F with constant humidification). The rest will happen thruout its life. It is a wrong belief that concrete cures completely before the walls are raised.. concrete cures ALL ITS LIFE. So there is no danger there.
Remember drying is not curing.. curing is a "chemical" process it is a reaction between the porland cement and water and is called hydration which is very dependent on temperature and humidity (water) content.

I dont think they poured any concrete on site for this one. All done in a factory and assembled on site - like lego.
Anyway, most of the reason buildings take so long to put up is the restrictions on deliveries to site - you can only have so many a day and you don't normally see 8 tower cranes on a site that size either.

no you donot assemble such big buildings.. it has to be poured.. any thing requiring mre than 10ft foundation depth has to be poured except iron structures.
